Many gathered at Tubman-Garrett Park along Wilmington’s Riverfront in celebration of August Quarterly, the oldest African-American Festival in the nation. The is festival is a commemoration of the formation of the Union Church of African Members in 1813 by Peter Spencer and William Anderson. The week-long festival culminated with the “Big Quarterly”, which featured some of the biggest gospel acts around the country.
